What is Traffic E-Challan ?

An e challan (electronic challan) is a violation ticket imposed by the traffic police on the person responsible for not following the traffic laws. The e-challans have replaced the old method of issuing paper challans to increase the transparency and ensure a speedy process. Traffic challans are issued under applicable provisions of the Motor Vehicles Act, 1988, the Central Motor Vehicles Rules, 1989, and relevant state rules. Further amendments were made to the act (as and when required) to strengthen enforcement.

E challan system and working

The e-Challan system was launched by the Ministry of Road Transport and Highways (MoRTH) as a “One Nation One Challan” traffic enforcement solution to streamline traffic enforcement and management. Started with ‘Pilot Phases’ in some regions around 2012, this system has now spread all over the country.

Here’s a quick snap of how the complete system works, right from the issuance of electronic challan to its settlement.

  • Violation detection: The process starts from the moment a traffic offence is committed, detected and monitored through advanced ways - CCTV, ANPR cameras, speed guns and red-light or overspeed violation detection systems or by a traffic police officer.
  • Generation and issuance of e-challan: The details of the vehicle are then captured and an e-challan is issued for the offence, penalising the violator.
  • Notification: Once the challan is issued digitally, the same is informed to the individuals by way of notifications, text messages, WhatsApp messages, etc.
  • Check and pay: The individual can then check the issued digital challan and take further actions to pay the fine either online or offline, depending on their preference.

Benefits of traffic e-Challan system

A useful tool of the traffic police, digital violation tickets provide several benefits to the traffic authorities and people alike.

Some of the great advantages of electronic challans are:

  1. Easy issuance of traffic tickets
With reduced paperwork, it becomes easy to issue an electronic challan, streamlining the complete process from challan issuance to bike challan check or any other vehicle challan checking.
  2. Increased convenience
The e-challan system makes it easier for motorists to check traffic violations (including two-wheeler fine checking) and pay applicable fines online, without relying solely on physical processes.
  3. Transparency and record keeping
Helps in maintaining digital records in the central database regarding the traffic violations across the country, which in turn improves the transparency of the complete flow.
  4. Enforcement of traffic laws
The e-challan system helps in better monitoring of traffic violations, ensuring adherence to the road laws.

Is the penalty for all traffic offences the same across India?

No. Traffic penalties vary depending on the type and severity of the offence, applicable laws and the jurisdiction where the violation occurred. The power to enforce the road regulations rests in the hands of the traffic police department of that particular state.

The different types of traffic offences, such as:

  • Offences relating to traffic signals.
  • Violations relating to driving.
  • Parking and lane-related offences.
  • Document-related offences like not having PUCC, etc.

How to do an e-Challan check by vehicle number?

The eChallan came into practice to simplify the complex system of issuing challan and collecting fines. To further simplify the entire process for the citizens, a simpler way for e-Challan check by vehicle number was introduced. This means individuals can now easily access all the violation details in minutes (including bike fine checking) merely by providing the vehicle registration number on reliable digital platforms, such as Park+ or Parivahan. Note: Also, you cannot check challan with photo.

Why is a traffic challan issued in India?

An e-Challan is a modern approach to punishing people for putting their lives and those of others on the road at risk by violating the traffic laws. It emerged as a solution to monitor the proper adherence to the road laws as mentioned under the Motor Vehicles Act, 1988.

With the below-mentioned pointers, let’s understand why challans are issued.

  • Violation of traffic laws: The basic and most common reason for getting an Echallan is non-adherence to the road laws and regulations as defined under MVA, 1988. A challan is issued for all traffic violations, right from minor offences to major ones.
  • Ensuring safety: The core objective of issuing e challan is to ensure the safety of the people on the road. A traffic violation ticket is issued to deter dangerous driving habits and properly enforce traffic laws.
  • Document violation: Failing to carry the essential documents, such as PUCC, driving licence, motor insurance, R.C., etc., also results in the issuance of the traffic challan.

What details are required to check the e-Challan online?

E-challan can be checked through either of the following details:

  • Vehicle number: Park+ offers a simple platform for users looking to check challan by vehicle number.
  • Driving licence number: For users having the DL number handy, they can go to the eChallan Parivahan website or NextGen eChallan portal to check the challan status.
  • Challan number: Parivahan allows users to check the challan status using the UID of the challan.

When to check e challan?

Though it is advised to perform challan check regularly when you receive an SMS/alert to avoid additional penalties out of negligence. However, there are certain cases wherein checking challan becomes much important and they are:

  • When buying a used vehicle.
  • Before selling your vehicle.
  • Before renewing motor insurance.
  • Before transferring the vehicle ownership.

What details are on the challan?

An electronic challan not just lists the traffic violation and the vehicle number but has much more details that helps in easy verification of the offence and if the issued challan is authentic.

The key details a challan has are:

  • Challan number: A unique reference number used to identify and track the challan.
  • Offence: The traffic violation for which the challan is issued.
  • Fine amount: The payable fine for the violation committed.
  • Status: The challan status ‘Pending’.
  • Issued on: The date on which the challan is issued.
  • Payment deadline: The date or period within which the applicable fine should be paid, as specified for the challan, after which the late payment charges will be imposed.
  • Location: Place where the offence was recorded.

Common issues found during an online challan check

The online challan check process has simplified the lives of the drivers, helping them to keep a track of the traffic challans from anywhere and anytime. But, individuals often face some issues when checking it.

A few of the most common issues encountered by the individuals and their suggested solutions are:

  • Wrongly issued e challan: This is one of the most common issues faced by people. A complaint can be raised against a wrongly issued challan by visiting the Parivahan eChallan or NextGen eChallan website.
  • Payment issues: Another major concern that people often face is the payment issue showing an incorrect status, say, pending payment, even after the challan amount is paid. In this case, wait for some time and try checking again or look for the internet connectivity.
  • Technical issues: Another one is the technical glitch. To deal with technical/website issues, try waiting for some time, clearing the cache and cookies, or looking for a stable internet connection. Try checking the details again after some time.

Unable to find challan details online? - Here’s why

Sometimes the challan issued against your vehicle won’t be visible due to technical issues or any other reasons.

If you are unable to find your challans, these could be the possible reasons:

  • Technical or portal-related issues
  • Incorrect vehicle, challan or licence details entered during the search.
  • The challan has not yet been updated on the portal.

What are the common instances of challan payment failure?

There are two instances of challan payment failure, which are:

  • If the challan payment fails
  • If the challan payment fails but the amount is deducted

If the challan payment fails

Under this case, try performing the following actions:

  • Try making the payment after some time, say 10-15 minutes.
  • Switch to another payment method - debit card/credit card/net banking, etc.
  • Check the status of the challan - if it is moved to a virtual court.

If the challan payment fails, but the amount is deducted

Amount paid, but the challan payment fails? - Well, don’t worry, just try out these simple steps:

  • Wait for 2-3 days for reconciliation and for automatic initiation of the refund process.
  • If the issue persists, go to the Parivahan eChallan website to file a grievance.
  • Investigate if the challan is moved to a virtual court.

What to do if a challan shows even after making payment?

In case the challan is showing pending, after making the payment, wait for 48-72 hours to let the system update the challan status. Digital platforms often face some technical issues and that is pretty common. Sometimes, even after making the payment, the challan status shows pending.

The other effective steps to take include:

  • Try checking the e-Challan status after some time.
  • Try performing a challan check through another online platform - Parivahan or Park+.
  • Log out of your account and log in again after some time to perform the challan check steps.
  • Check if the challan has been moved to a virtual court.
  • Raise a grievance (if needed) via Parivahan portal.
  • Check the transactions, if the payment was successful or is still pending.

What happens if an e-Challan remains unpaid?

The 2026 data reflected on the e-Challan Parivahan website shows that out of 5.92 crore challan issued from January 01, 2026 - August 16, 2026, only 1.00 crore challan have been disposed of to date, leaving 4.92 crore challan pending.

Below is a quick insight into the e-Challan statistics for 2026 (January-August):

Total ChallansDisposed ChallansPending Challans

Source: E Challan Parivahan Report

The payment of the challan is to be paid within the specified time, i.e, within 60 days (from the date a challan is issued). However, in some states, including Delhi, the duration for challan payment has been revised to 45 days. After which, the case automatically moves to the virtual court.

Depending on the offence, jurisdiction and applicable law, an unresolved challan may result in further enforcement or legal action, which can include court proceedings, restrictions or other penalties.

  • Increased fines/added penalties
  • Court summons
  • Cancellation of the licence
  • Restricted RTO services
  • Vehicle impoundment

Challan moved to virtual court? - what does it mean?

If the traffic fines remain unpaid beyond the provided deadline, the case can then be moved to virtual or regular court (as the case may be). In case, it is moved to a virtual court it means, a proper hearing would be held digitally and then the final decision would be made. Virtual courts are digital or online courts that enable online jurisdiction of challan cases. In this the hearing and everything related to the case till payment is processed digitally which may allow eligible cases to be resolved without a physical court visit.

How to settle traffic challan via virtual court?

If your challan has been moved to a virtual court, here is how you can easily settle them.

  2. Select your state and department e.g. Delhi (Traffic Department).

  7. Pay the fine amount and download the payment slip.

How can I settle the e-challan at Lok Adalat?

Lok Adalat is the simplest way to settle eligible challan cases at a discounted rate (depending on the case). To settle the e-challan at Lok Adalat, keep an eye on these details:

  • Ensure that the challan issued is for a minor offence only.
  • Stay updated about the next Lok Adalat date.
  • Check the eligibility to qualify for the hearing.
  • Get registered as soon as the applications open and get the token.
  • Gather the required documents.
  • Select a suitable location for the hearing and collect the challan payment receipt.

Documents required to avoid a challan in India

Failure to carry the essential documents when driving a vehicle is also punishable under the Motor Vehicles Act, 1988. There are certain documents that the driver should always carry when on the road.

The must-have documents when driving/riding a vehicle in India are:

  • Driving Licence (DL): As per the law, no person is allowed to drive a vehicle without having a Driving Licence. This law was issued in the best interest of the people on the road, ensuring their safety. A valid DL is a government-issued document, allowing an individual to drive a vehicle.
  • Registration Certificate (RC): Another important document is the vehicle Registration Certificate (R.C.). This government-issued document confirms that the vehicle is registered in the name of the owner and one should have this certificate when driving to avoid getting penalised.
  • Motor Insurance Certificate: As per the law, every vehicle should have at least third-party car insurance to cover the liability of the third party in case of any mishap caused by your vehicle. A car insurance certificate acts as proof that your vehicle is insured.
  • Pollution Under Control (PUC) Certificate: A PUCC confirms that the emissions emitted by the vehicle are within the specified environmental norms. PUCC also helps in understanding the vehicle’s health, maintenance, etc.

How to stay safe from e-challan scams?

The number of e-challan scam cases has increased to a large extent with digitisation, but some simple preventive measures will help you stay safe.

  • Verify the source and URL upon receiving the e-challan online to check its authenticity.
  • Make payments through reliable platforms only, like Park+ and Parivahan.
  • In case of an e-challan fraud, report immediately to the ‘National Cyber Crime Helpline’ at the earliest. Dial 1930 or visit cybercrime.gov.in.
  • Do not click on links received through SMS, WhatsApp or email, claiming to be from RTO or traffic police authorities.
  • Do not take immediate actions. Scammers often create high-pressure tactics, creating urgency.
  • Check the messages if there are any grammatical errors. Often, suspicious messages carry some grammatical errors.
  • Never share sensitive details like CVV, card number and expiry date.

e-Challan was incorporated to simplify the complete traffic management system and make the entire process transparent and convenient for individuals and concerned authorities as well. The easiest way to evade the possibility of getting penalised is by complying with the traffic laws and regulations

To ensure strict enforcement of the traffic laws and regulations, the government has been adding for new traffic rules 2026, such as in case of no PUCC, the vehicle owner might have to pay a penalty of 10,000, plus the fuel stations can deny giving fuel (in Delhi).

Disclaimer: Traffic fines, rules, penalties, enforcement procedures and other e-Challan-related information are subject to change based on amendments to applicable laws, government notifications and directions issued by the concerned authorities. Please verify the latest information through the official e-Challan portal or relevant government authority before making a payment or relying on any fine, rule or procedure mentioned on this page.
