A Manipur E Challan is an electronic record of a traffic violation issued under applicable motor vehicle laws and rules. The challan records information about the offence and links the penalty with the relevant vehicle or driver details. Manipur introduced its e-Challan system in September 2020. The Transport Department reiterated in 2025 that collection of traffic fines and penalties should be handled entirely through this digital system.
An e-challan may be generated when traffic authorities detect a violation during roadside enforcement or through available traffic monitoring systems. The violation is then recorded digitally and linked to the relevant vehicle details.
The process works as follows:
Traffic enforcement increased considerably in Manipur during 2025. According to official figures reported by NorthEast Now, Traffic Police issued 15,700 challans and collected around ₹4.48 crore in fines between January and December 2025.
Compared with 2024, when 3,059 violations generated ₹71.34 lakh in fines, enforcement increased sharply in 2025. The rise also reflects the growing use of the E Challan Manipur system for recording traffic violations digitally.

Online Traffic Challan (e-Challan)
An online traffic challan (e-challan) is generated automatically using advanced enforcement technologies such as traffic cameras and ANPR systems. It is sent to the registered mobile number of the vehicle owner and is also available on official challan portals. Park+ helps users check and manage their traffic challans online with ease.

Offline Court Challan
A court challan is generally issued for serious traffic violations, such as driving under the influence. If the challan remains unpaid, it is first transferred to a virtual court and, if still unresolved, to a regular court. With Park+, you don't have to worry—our legal experts assist with your court challan case and can represent you in court until the matter is resolved.

A payment can remain pending when confirmation between the bank and e-Challan system takes longer than expected. Even if money has been debited, avoid starting another transaction until you know the status of the first payment.
If the vehicle number, location, offence or other details do not appear correct, verify the challan before making a payment. You can raise a grievance through the government's e-Challan service and provide information supporting your claim.
Following basic traffic rules can help you avoid challans and contribute to safer roads in Manipur.
The E Challan Manipur system makes it easier to check violations, pay eligible fines and track challan status online. Always verify the challan through an authorised platform and follow traffic rules to avoid unnecessary penalties.
Traffic penalties in Manipur are imposed under the Motor Vehicles Act, 1988, as amended, along with applicable state rules and notifications. The payable amount can depend on the offence, vehicle category and whether it is a repeat violation.
