Tamil Nadu RTO

Regional Transport Office or RTO Tamil Nadu is a government authority responsible for managing various vehicle-related services in Tamil Nadu. There are 80 RTOs in Tamil Nadu, each with its own RTO code for easy identification. The RTO is managed by the state government to provide individuals with easy access to various transport and vehicle-related services they are looking for, including vehicle registration, ownership transfer and driving licence services.

Importance of Tamil Nadu RTO

The Tamil Nadu RTO follows the guidelines defined under Motor Vehicles Act, 1988 and is responsible for managing transport-related services and ensuring proper compliance of road laws across the state. Some of its major responsibilities include vehicle registration, ownership transfer, RC renewal, issuance and renewal of driving licence.


How to register a vehicle in Tamil Nadu RTO online?

Parivahan Sewa is an online platform offering a range of vehicle related services. To start the process of registering a new vehicle in Tamil Nadu follow these steps:

  • Visit the official website of Parivahan Sewa.

  • Go to the “Online Services” section and select “Vehicle Related Services”.

  • Select Tamil Nadu from the drop-down menu.

  • You’ll then land on ‘Vahan Citizen Services’ page.

  • Hover over ‘Apply For New Registration’.

  • Choose ‘For Temporary Registered Issued Vehicles’ (if applicable).

  • Enter the temporary registration number and click on ‘Proceed’.

  • Fill in the vehicle registration form and upload the required documents.

  • Pay the application fee for vehicle registration.

You might have to visit the RTO later for further proceedings.

Note: The temporary registration number is provided by the dealer from where you have purchased the vehicle.


Documents required for vehicle registration

The general documents required for registration of vehicle in Tamil Nadu are:


  • Form 20: Application for vehicle registration.

  • Form 21: Sale Certificate issued by dealer or manufacturer.

  • Form 22: Roadworthiness certificate issued by the dealer

  • Form 60 and 61: If the applicant doesn’t have a PAN card (if applicable).

  • Vehicle insurance certificate: A certificate certifying that the vehicle is insured.

  • Proof of citizenship: A valid proof that you are a citizen.

  • Identity & Address proof: An acceptable identity and address proof.

  • PAN card: The Permanent Account Number card.

  • Passport size photograph: A clear recently clicked passport sized photograph.

  • Temporary R.C.: Temporary registration certificate of the vehicle (if any).

  • PUC certificate: A valid Pollution Under Control Certificate (PUCC).

  • Customs clearance certificate: Along with licence, and bond in case of imported vehicle (in applicable cases).

  • Form 34: In case of HP endorsement.

  • Proof of Date of Birth: Verifies the vehicle owner’s date of birth.

  • Design approval copy of STA: Required for trailers and semi-trailers.

  • Permit proceedings: Required for registration of transport vehicles.

  • Municipal Corporation parking fee: Confirms payment of applicable parking charges.

  • Dealer and manufacturer invoice: Confirms vehicle purchase and manufacturer details.

  • Chassis & Engine Pencil Print: Provides impressions of the chassis and engine numbers.


How to check vehicle owner details in Tamil Nadu?

The vehicle details can be checked online through these ways:


Via Park+

With Park+, you can easily check vehicle owner details online in Tamil Nadu using the vehicle registration number.

The steps involved in it are:

  • Go to the Park+ website (or mobile app).

  • Choose ‘Vehicle Owner Details’.

  • Enter the vehicle registration number.

  • Click on ‘Check Details’ to fetch the vehicle related details.


Via Parivahan

Alternatively, you can check vehicle details online through Parivahan Sewa, the official vehicle services portal managed by the Ministry of Road Transport and Highways (MoRTH)

Follow these steps to check your vehicle details online:

Visit Parivahan Sewa website.

  • Select ‘Know Your Vehicle Details’ under the ‘Informational Services’ head.

  • Complete login by entering the registered mobile number and the security verification code.

  • Click on ‘Get OTP’ and provide the vehicle number.

  • Perform search to get the vehicle owner details.


How to apply for vehicle ownership transfer in Tamil Nadu?

To transfer vehicle ownership online, follow these steps:

  • Go to Parivahan Sewa portal.

  • Select ‘Other Services’ under the ‘Vehicle-Related Services’ section.

  • Search for ‘Transfer of Ownership’ and select state - Tamil Nadu.

  • Enter ‘Vehicle Registration Number’ and select RTO.

  • Click on ‘Proceed’ after agreeing to the ‘Terms and Conditions’ and ‘Privacy Policy’.

  • Complete the remaining steps and submit the application.


How to transfer vehicle ownership offline in Tamil Nadu?

To transfer vehicle ownership offline in Tamil Nadu, follow these steps:

  • Collect the required forms - Form 29 and Form 30.

  • Fill the required documents and gather the documents.

  • Visit the concerned Tamil Nadu RTO and submit all the documents and forms.

  • Pay the applicable fees. The authority will then review your application.

  • If approved, new RC (in the name of the new owner) will then be dispatched to the provided address.


General cases where vehicle ownership transfer is important

The 3 common scenarios where vehicle ownership transfer becomes important are:

  • Transfer of ownership in case of normal sale: When selling/buying a used vehicle.

  • Transfer of ownership on death of the owner of the vehicle: When the owner of the registered vehicle dies. Usually, the ownership is transferred to the legal heirs of the deceased person.

  • Transfer of ownership of a vehicle purchased in public auction: When a vehicle is purchased from an auction.


Documents required during vehicle ownership transfer

Documents generally required for transferring ownership of a used vehicle include:

  • Form 29: Notice of Transfer, in case of normal sale.

  • Form 30: Report of Transfer, in case of normal sale.

  • Registration certificate

  • Insurance certificate

  • Pollution Under Control (PUC) Certificate

  • PAN card (seller/buyer)/ Form 60

  • Pencil print of chassis and engine number

  • Birth proof of purchaser (if applicable)

  • Address proof

  • Purchaser’s undertaking

  • Passport size photograph

  • Tax clearance certificate

In how many days will I get the new RC?

Usually, if everything goes well, the new registration certificate is sent to the provided address within 30 days. However, the timelines may vary depending on the state government rules and amendments.

How to apply for a driving licence in Tamil Nadu?

A Driving Licence (DL) is a mandatory document for legally driving a vehicle in India. Driving without a licence is an offence and attracts a fine of up to ₹5,000 (may change depending on the state government).


To apply for a permanent DL, perform these steps:

  • Visit Parivahan Sewa portal.

  • Select ‘Drivers/Learners License’ under ‘Driving License Related Services’.

  • Select Tamil Nadu from the drop down.

  • Choose the ‘Apply for Driving License’ option and click on ‘Continue’.

  • Provide the following details:

  • Learner’s License Number

  • Date of Birth

  • Type the displayed captcha and click on ‘Ok’.

  • Upload the documents and fill in the forms (if asked).

  • Pay the applicable fee and choose a slot to appear for a driving test at the concerned RTO.

  • Visit the venue on the scheduled date for the driving test.

  • If passed, the licence will be issued and delivered to the provided address.

For application of permanent DL, you must have these documents:


  • Learner’s licence

  • Address and identity proofs

  • Application for DL

  • Form 1/1A (whichever is required)

  • Motor insurance
