Do you know what the (KL) in a vehicle registration number plate stands for? That is right; they represent the Indian state where the vehicle is registered. i.e. KL refers to a Kerala registration vehicle.
The Kerala Transport Office or RTO Kerala register all the vehicles in the state. These RTOs, in turn, are governed by the Motor Vehicle Department or MVD Kerala, under the Government of Kerala.

When you observe the Kerala vehicle registration number list, you see a combination of letters and numbers. Let us find out what they represent-
The first two letters represent the state in which the vehicle is registered. i.e. KL = Kerala
The next two numbers give you the detail of the RTO.
Each district has a distinctive code, i.e. KL -07 = Kerala Ernakulam; KL-11 = Kerala Kozhikode
The next set of letters indicates the series of vehicles registered at the RTO
The vehicles initially registered had only 1 letter (A, B, C...); as the numbers increased, two letters also increased (AA, AB, AC...)
The last set of numbers is the unique number of your vehicle.
The format of these vehicle number plates has changed over the years. The format is now the same to bring about standardization in all States and UT of India.
Meanwhile, some States designate the letter G only for Government vehicles. The MVDKerala vehicle details for the KL-15 series indicate they are all issued to the Kerala State Transport Corporation buses. Likewise, you will find other States having their own rules for certain vehicle registrations.

The vehicle ownership details in Kerala can be viewed along with the vehicle registration details. For example, the mParivahan app and the Park+ app give you information on the number of vehicle owners. A new car initially shows 1st owner. After a few years, it will show the owner listed as 2nd owner when it is sold.
For privacy and data safety, the owner's full name is not visible in these apps. Only if it is your vehicle, then your full name will be visible.

Yes, vehicles registered under Kerala MVD are valid across the country. However, if you move to another state, you must transfer the vehicle to the concerned RTO office. Not doing so is illegal if you're staying in another state.
You will need documents that prove your rightful ownership of the vehicle, along with insurance proof. Besides that, you must submit duly filled up forms requesting a fresh registration of your vehicle.
