There are a total of three Regional Transport Offices (RTO) in Kolkata. These RTOs perform various transport-related activities such as issuance and renewal of learner's licenses, permits, registration certificates for vehicles, collection of road tax, etc. as per The Motor Vehicles Act, 1988. Kolkata is the capital city of West Bengal and is a hub for education and business. Kolkata RTO is responsible for maintaining a proper decorum for transportation in the city.

Functions of the RTO Offices in Kolkata

The RTOs in Kolkata are responsible to carry out tasks related to transportation and also maintain a database of the vehicles and drivers in the city. Here are the major functions that the RTOs in Kolkata cater to:

  • Temporary and permanent registration of vehicles: The temporary registration is issued that can be used for 7 days from the purchase of the vehicle. This temporary registration can be extended up to 1 month.

  • Issuance and renewal of driver's licence (temporary and permanent) for driving two-wheelers without gears, driving two-wheelers with gears, driving LMV (light motor vehicle), or driving commercial vehicles

How to register a vehicle at Kolkata RTO?

Getting your vehicle registered is a mandatory task in India. You are not allowed to drive your vehicle anywhere without a registration. You will be issued a temporary registration certificate for a new vehicle which is valid for 7 days and can be extended for up to 1 month. You will have to get a permanent registration certificate for your vehicle to drive it on Indian roads. Let's take a look at how to register your vehicle at Kolkata RTO:

Step 1: Visit the nearest Kolkata RTO. The address is mentioned above.

Step 2: You will have to take your vehicle with you. The inspector will inspect your vehicle thoroughly.

Step 3: You will have to fill out the application Form 20 for your vehicle's RC.

Step 4: You will have to submit the imprint of your chassis number.

Step 5: Then, you have to submit the necessary documents, pay the fees, and collect the receipt.

Step 6: You will receive your RC within a stipulated time.

The documents that are required to apply for your vehicle's RC are:

  • ID proof

  • Age proof

  • Purchase Invoice of your vehicle

  • A copy of your vehicle's valid insurance

  • PAN card copy

  • Temporary registration issued by the dealer

How to renew the registration of a vehicle at Kolkata RTO

Renewal of the registration certificate of your vehicle is mandatory not more than 60 days before the expiry date. Check your current RC to look for the expiry date and ensure the following steps if you have to get your RC renewed at Kolkata RTO.

  • Visit your nearest Kolkata RTO

  • Fill out Form 25 and submit the form.

  • Clear any taxes that are due on your vehicle.

  • Pay the fees and collect the receipt for the same.

You will have to furnish the following documents for the renewal of RC:

  • Pollution Under Control (PUC) Certificate

  • Registration Certificate

  • Fitness Certificate

  • Proof of payment of the road tax

  • PAN card copy

  • Forms 60 and 61

How to transfer vehicle ownership at Kolkata RTO

If you are reselling your vehicle or purchasing a pre-owned vehicle, you will have to go through the process of vehicle ownership transfer. Here are the steps involved in the transfer of vehicle ownership at Kolkata RTO:

Step 1: You have to obtain a NOC from the traffic department. If you are purchasing or selling the vehicle outside West Bengal, you'll have to procure NOC from the traffic department. If you're selling or purchasing the pre-owned vehicle within the state, you will have to get a NOC from the previous RTO.

Step 2: You will have to submit a few documents to the RTO. These are:

  • Original registration certificate

  • NOC from the original RTO

  • NOC in case of a loan from a bank

  • Forms 20, 27, and 33

  • Form 60 or 61

  • Pan card

  • Copies of proof of address, owner's DL, PUC certificate

  • Passport-size photograph of the applicant

Step 3: Pay the required fees. Once the payment is done, you can expect the ownership to be transferred within 30 days.
