Functions of Jharkhand RTO

From issuing licenses to tourist permits, all RTOs of the state perform various tasks.

Some of these are briefly outlined below:

  • Driving License: The Jharkhand RTOs are responsible for issuing licenses which include new driving licenses, learners' licenses, as well as license renewals. The RTOs also conduct driving tests and issue duplicate driving licenses.

  • Vehicle Registration: The RTOs issue both temporary and permanent vehicle registration along with renewed registration certificates.

  • Taxes: The RTOs are also in charge of collecting different taxes.

Apart from these functions, the RTOs also issue ownership transfers, no objection certificates, etc.

How to Register a Vehicle at Jharkhand RTO?

If you don?t want to drive illegally and pay a fine of 2000 to 5000 or even end up behind bars for a year, you must drive a vehicle that is officially registered. Having a vehicle registered allows you to identify it from other vehicles by giving it a special identification number. In India, it is mandatory to register a new vehicle within seven days of the purchase. Every car must be registered at the concerned RTO as these offices regulate all motor vehicles in the nation. To register a car in Jharkhand, there are a few steps that need to be followed precisely.

The steps are:

  • Your car needs to be inspected first. The concerned RTO officer conducts this inspection.

  • Then, an application should be carefully filled out and submitted to the RTO together with the requisite fees and documentation.

The documents required are:

  • Form 20.

  • Form 21 (Sale Certificate) provided by the dealer.

  • Form 22 (Road Worthiness Certificate) issued by the manufacturer.

  • Copy of a valid vehicle insurance policy or cover note.

  • Certified copy of the address proof wherein the vehicle is to be registered.

  • Form 34, filled carefully by the financer and the owner.

  • One-time road tax, if any.

  • Copy of PAN Card or Forms 60 and 61 (as applicable).

  • Parking fees.

  • The manufacturer's invoice, along with the dealer's invoice.

  • One-time, road tax payment.

  • L.O.I (letter of intent) issued by the STA Branch (only in case of a commercial vehicle).

Finally, you will receive your RC (Registration Certificate) via mail at your registered mail address if all the provided documents are approved without any errors. Furthermore, your vehicle will receive a JH Number Plate following the registration. This RC will be valid for 15 years.

How to Renew Registration for a Vehicle at Jharkhand RTO?

Every vehicle owner must have their RC renewed after the 15-year period has passed. Not more than 60 days before the date of its expiration, this renewal must be completed at the same RTO where it was previously registered.

The required documents for this are:

  • Form 25.

  • Original RC.

  • Copy of most recent road tax payment.

  • Copy of an insurance policy.

  • Pollution control certificate.

  • Payment of any tax obligations.

  • The obligatory fee.

  • Form 60 & 61 or an attested copy of your PAN card (as applicable).

    Following the submission and verification of these documents, the vehicle will be brought to the zonal office for a roadworthiness examination. The car will then be reregistered if it is deemed safe to drive on public roads.

How to Transfer Vehicle Ownership at Jharkhand RTO?

The RC is also the document that ties the ownership of the car to a specific owner, address and financer. However, if necessary, this ownership can be transferred.

Transfers may be required due to a variety of situations, including a sale, the death of the car's owner, etc. This ownership transfer, or RC Transfer, transfers all legal liabilities of the vehicle to the new owner. Changing ownership comprises either changing the owner's address in the RC or changing the owner's name. If you want to transfer the ownership of a vehicle in Jharkhand you need to place an application at the RTO where the vehicle was already registered. Submit the following documents along with the application:

  • Original RC.

  • Copy of Form 29 in duplicate (attested one copy).

  • Copy of Form 30 in duplicate.

  • Form 60 & 61 or a PAN card.

  • Copy of the new owner's address proof.

  • Copy of an insurance policy.

  • A prescribed fee (If the transfer of ownership is not applied within 14 days after the purchase date, a penalty will be assessed along with it).
