The Regional Transport Office (RTO) Gurgaon is part of the Transport Department of Haryana, founded under Sec.213 of the Motor Vehicles Act, 1988. The RTO code of Gurgaon is ?HR? because it is geographically a part of Haryana.
Gurgaon RTO ensures the implementation of all the rules and regulations under the Motor Vehicles Act. It also plays a major role in maintaining an environment-friendly and effective transport system in the state.

In Gurgaon, there are 3 RTOs and their codes are HR26 for North Gurgaon, HR55 for commercial vehicles only, and HR72 for South Gurgaon.
Every city, state and union territory has Regional Transport Offices (RTO). Each RTO takes care of activities mentioned in the Motor Vehicle Act 1988. RTO Gurgaon performs the following functions:

Vehicle registration is a common process managed by all RTOs. In general, there are two types of registrations. Temporary registration is generally given for a month to a brand-new car. Subsequently, permanent registration is given to every motorized vehicle on the road.
Registration is generally done by the dealer who sells the vehicle and the details of the registration are mentioned in the trade certificate. The vehicle is also inspected by the Motor Vehicle Inspector.

Form 20, through which RTO registration is done.
Sales certificate along with form 21, are provided by the dealer.
Form 22A along with the pollution, safety standards and roadworthiness declarations by manufacturers.
Invoice of the purchase in case of lifetime tax payment.
Two copies of the PAN number or Form 60, for all vehicles except two-wheelers.
Vehicle Insurance certificate.
Address proof.
Bill of entry for imported vehicle.
Manufacturer?s certificate in case of carriage vehicle.
The Transport Commissioner?s approval of the design of the vehicle is needed if the vehicle is a trailer vehicle.
Tehsildar certificate to avail tax exemption if the vehicle is either a tractor or trailer.
If the vehicle to be registered has been bought from outside the state then proof of tax payment is required for registration.
Every new motorized vehicle is supposed to be deemed ?fit? by the motor vehicle department. This certificate is valid for 15 years from the date of make. Before the expiry, you need to apply for a renewal of registration to check the roadworthiness of your vehicle. In short, RC is also a certificate of roadworthiness of any vehicle.
As online renewal is not allowed at Gurgaon RTO, you can collect Form 25, fill it out duly and then along with supporting documents and fees, submit your request at Gurgaon RTO. After submission, you will get the receipt. Keep it for future reference. You will be notified via SMS when the process is completed. The following documents are required to renew registration:
Application in Form 25.
Pollution under control certificate.
RC.
Fitness certificate.
Proof of up-to-date tax payment.
Insurance certificate.
Copy of PAN or Form 60 or 61.
Chassis & Engine Pencil Print.
Signature and Identification of owner.
Note: Be sure to apply for renewal not more than 60 days before the expiry date of RC.
Transfer of vehicle ownership simply means if you are selling your motorized vehicle then transfer its registration certificate to the buyer?s name. This RC transfer is very important because it makes sure that not only the vehicle but all its legal liabilities are also transferred to its new owner.
Documents required for RC Transfer are as follows:
Form 29 declaration of the seller (2 copies).
Form 30 declaration of buyer.
Form 28 (triplicate) is applicable if the buyer resides in the jurisdiction of another registering authority.

Steps to apply for transfer of vehicle registration at Gurgaon RTO:
Procure NOC from the traffic department. You need to submit Form 28 to the concerned RTO if your vehicle is from the same state. If the vehicle is bought from another state then you need to submit Form 29 to the original RTO and complete the deregistration process there.
Once you receive a NOC from the original RTO, you can initiate re-registration. You need to submit all documents given above along with NOC. RTO takes a few weeks to transfer the registration.
