New RTO Rules on Minor Driving: Jail Time and Heavy Fines Await Offending Parents

In light of a tragic accident in Pune involving a minor driving a luxury car, the Regional Transport Office (RTO) is set to introduce stringent new rules starting June 1, 2024. On the night of May 19, 2024, between 2 and 2:30 am, a 17-year-old boy, just shy of his 18th birthday, was driving a Porsche Taycan under the influence of alcohol. In the Kalyani Nagar area of Pune, he lost control of the vehicle and tragically struck two IT engineers on a motorcycle, killing them instantly. The minor, who was driving illegally, has since been arrested, and his father has also been taken into custody.

The accident has sparked widespread outrage and brought to light the critical need for more robust regulations. The police have charged the minor under Section 304 of the Indian Penal Code (IPC) and various sections of the Motor Vehicle Act. His father faces charges under Sections 75 and 77 of the Juvenile Justice Act, highlighting parental responsibility in such cases.

New RTO Rules

In response to this incident, the RTO is set to implement new rules that significantly increase the penalties for parents or guardians of minors caught driving. Starting June 1, 2024, if a minor is found driving any vehicle, their parent or guardian could face a hefty fine of up to ₹25,000.
