In Punjab, Machines Will Issue Challans for Unauthorized Construction

The local body department of Punjab is set to revolutionize the process of issuing challans for unauthorized construction by digitizing the system. This move aims to streamline data maintenance and improve revenue collection across the state's 167 municipal bodies.

Current System and Its Challenges

Manual Issuance:

  • Challan Books: Currently, all municipal bodies issue challans using manual challan books.

  • Data Gaps: A recent directive revealed that most bodies do not maintain proper data regarding illegal constructions and issued challans.

Revenue Loss:

  • Unpaid Fines: Many residents do not pay fines for unauthorized constructions, resulting in significant revenue loss for municipal bodies.

Proposed Digital Solution

Software Development:

  • Automated System: The local body department plans to develop software to automate the challan issuance process and maintain records efficiently.

  • Collaboration with Banks: The department is collaborating with a bank to develop this software, ensuring a robust and secure system.

Meeting and Proposal:

  • Department Meeting: A proposal has been prepared and discussed in a departmental meeting.

  • Approval Pending: The proposal will soon be sent to higher officials for approval. Implementation will commence post-approval.

  • Illegal Colonies: A survey conducted two years ago identified 5,000 illegal colonies in Punjab, housing approximately 50 lakh people.

  • Data Collection Issues: The department struggled to collect data on illegal colonies outside corporation limits.

Current Enforcement:

  • Role of Junior Engineers: Junior engineers in municipal bodies currently investigate complaints of illegal construction, verify if constructions adhere to approved maps, and issue challans accordingly.
