New Toll Regulations 2025: What All Highway Drivers Need to Know

The National Highways Fee (Determination of Rates and Collection) Rules, 2008, have been modified by the Ministry of Road Transport & Highways (MoRTH) to establish a new toll-fee structure. Vehicles without a valid FASTag will pay 1.25 times the price if using UPI or double the standard toll when using cash under the new system. Incentives for digital payments, less cash at toll booths, and easier driving on national highways are the goals of this action.

  • Starting on November 15, 2025, cars without a valid FASTag will have to pay a double toll in cash or 1.25× via UPI.

  • Faster, digital payments and less traffic at toll booths are the goals of the regulation.

According to the official announcement, the National Highways Fee (Determination of Rates and Collection) Rules' "Third Amendment Rules, 2025" will take effect on November 15, 2025.

Important changes to the fee structure

  • When a car reaches a toll booth without a valid FASTag and pays with cash, the user fee is doubled.

  • The fee will be 1.25 times the regular amount if the same vehicle pays with UPI (or another authorized digital method) rather than cash.

  • For instance, if the usual toll via FASTag is ₹100, it will cost ₹200 to pay with cash without FASTag and ₹125 to pay via UPI without FASTag.

Why was the change made

The government wants to lessen the need for cash payments at toll booths, expedite traffic flow, eliminate congestion, and improve toll collection transparency.

What Are Drivers Required to Do?

  • Verify that the FASTag on your car is current and operational. The tag has to be correctly linked and active.

  • You can still pay with UPI if you don't have a FASTag or if it isn't functioning, but the toll will be greater (1.25 times the standard).

  • You will now pay twice the regular toll if you pay in cash without a FASTag.

  • To prevent being placed in the higher-fee category, check your FASTag account balance and make sure your tag is correctly attached and functional before you fly.

  • Keep in mind that the regulations will take effect statewide on national highways on November 15, 2025.

How It Affects You

  • Carrying a functional FASTag and making regular payments is still the most economical option for frequent highway travelers.

  • UPI is still an option for occasional users without FASTag, but it comes at a higher cost and offers some flexibility.

  • Without FASTag, cash payments will become much more costly, which might encourage more people to use or keep FASTag.

  • Faster vehicle movement, shorter lines at toll booths, and less time spent paying tolls are all possible outcomes of the change.

  • The new rule will make the cost savings from using FASTag correctly more noticeable for frequent highway users.
