UP Traffic Challan Rules Updated: MVI Can Now Issue Spot Fines, 10 Violations Listed

The state government has taken a major decision to make the traffic system stricter and more effective in Uttar Pradesh. Now Motor Vehicle Inspectors (MVI) will also be authorized to give a e challan and recover fines for breaking traffic rules on the spot. Earlier, only traffic police and magistrates had that right. The notification was released on 22 April.

  • In case there is no pollution certificate (PUC) – ₹500 to ₹1,500

  • Illegal parking – ₹500 on the first occasion, ₹1,500 again

  • Talking on mobile while driving – ₹1,000 on the first occasion, ₹10,000 again

As per the notification dated 22 April 2025 issued by the Principal Secretary (Transport), on-the-spot compounding has been approved for MVI i.e., challan and fine on the spot. Along with this, electronic documents available on DigiLocker and the M-Transport App shall be treated as valid documents.

For which errors shall the challan be debited directly?

Now, if you encounter an MVI on the road and you have made any of these errors, then a direct UP challan will be given:

  • Lack of pollution certificate (PUC) – ₹500 to ₹1,500

  • Illegal parking – ₹500 first time, ₹1,500 second time

  • Talking on mobile while driving – ₹1,000 first time, ₹10,000 second time

  • Not wearing a helmet while driving a two-wheeler – ₹1,000

  • Driving without a seat belt – ₹1,000

  • Overloading – ₹20,000 + ₹2,000 per extra tonne

  • Driving without insurance – ₹2,000 to ₹4,000

  • Driving without a valid driving license – ₹5,000

  • Disobedience of orders of the authorised officer – ₹2,000

  • Tampering with vehicle registration number – ₹5,000 to ₹10,000

Traffic control will improve

Top government officials are of the view that this move will contribute to better compliance with traffic rules and road safety. MVI being granted such powers for the first time is seen as a big step towards enhancing the traffic system. Under this new regulation, individuals are being asked to comply with the rules while driving and keep the electronic documents updated at all times.

There is good news for the passengers traveling by the AC buses of Uttar Pradesh Roadways. The Transport Corporation has now extended the time of the 10 percent discount on fare provided to the passengers up to 30 September 2025. This has been done in view of the convenience of the passengers and the financially sound position of the corporation.
