This one-time challan settlement will benefit up to an 80% reduction of traffic challans issued in the last 10 years. The ‘Delhi Waiver Scheme’ for e-Challans was framed to improve the revenue collection and settle the long-pending dues simultaneously.

What is the Delhi Amnesty Scheme?

The Amnesty Scheme proposed by the Delhi Transport Department is aimed at offering a one-time opportunity to the Delhi motorists to settle their e-challans that have been pending for a decade. The proposal approved by the Cabinet on November 12, 2025, is focused on increasing revenue collection and clearing the backlog of the Delhi e-Challans.

Before presenting the proposal, the authorities reviewed the Delhi e-Challan data. The traffic challan data by the Delhi Traffic Police and Transport Department reflected two different figures. On average, it is expected that overall 60% - 70% of the outstanding e-Challans will be waived off through this scheme.

• The e-Challans for the last 10 years, up to October 2025, will be taken into consideration.
• According to the Amnesty Scheme, a waiver will be offered only to the compoundable traffic offences, i.e., those that are non-serious and can be settled outside the court.

NOTE: Those left, no further concessions will be offered and their vehicle registration might also get cancelled down the road.
