Traffic Police in Jharkhand Issues Helmet Violation Fine to Car Owner

In rather shocking confusion, the Ranchi Traffic Police booked a car owner for a traffic violation and fined him for not wearing a helmet while riding. This incident shows the drawbacks of the e-challan system that generated problems for owners of vehicles.

Current traffic rules in Jharkhand’s capital, traffic police have woken up from a dormant state and have started to fine rule breakers. While their e-challan system looks to have made a rather strange one, a car owner in Ranchi recently received a challan for not wearing a helmet while driving.

This incident has made the citizens develop some level of concern since the system proved to be ineffective thus resulting in much hassle to innocent vehicle owners.

The Incident

Rajdhani Bhandar shop owner Sumit Kesari of Bajra bought the challan on January 17, 2025, through the mobile number. The challan also had an image of a two-wheeler rider who was riding a scooter without a helmet.

This number plate JH 01 FV 9415 was also clearly mentioned in the photo which was provided with the challan. Nonetheless, Kesari is the registered owner of four-wheelers (car) as per registration no: JH 01 FV 9475.

Finally, Kesari complained saying, “Even with such advanced resources Traffic Police appear to be operating with their eyes shut.”

Public Concerns

It has proved to be inconvenient to Kesari, who has to visit offices to try to get the problem solved. Several others have also listed having had similar experiences and this goes to support other weaknesses with the e-challan system.

The people have also cried foul alleging that the traffic police unnecessarily arrest their attention on trivial issues that are inconsequential and break their schedules.

Traffic SP Responds

To these recurring issues, Traffic SP Kailash Karmali noted the challenges and informed the citizens that measures are being taken to rectify the mistakes. He said that manpower has been augmented to deal with the rising number of challans.

“We are in the process of testing and enhancing the system, the problems will be fixed soon,” Karmali stated.

Conclusion

The case under discussion shows that the current system must be enhanced so that there are fewer mistakes. As important as it is to penalize traffic offenders, it is also important for representatives of the law enforcing authority to avoid harassing innocent citizens who are also victims of the faulty system.
