What Are The New Rules For a Driving License in 2025?

If you've been looking to obtain a driving license in India for a two- or four-wheeled vehicle, knowing the revised rules might come as a relief. The Ministry of Roads and Motorways has released the Driving License New Rules 2025 which will come into effect from July 1.

No Driving Test at the RTO

If you've visited the RTO, you'll know that the procedure and wait time to get a driving license in India is cumbersome. Moreover, the long queues at the RTO are just disheartening for an applicant. Thanks to the Driving License New Rules, you can now attempt the driving test at any government-accredited training center. And, if you're able to pass the test, you needn't go for the driving test at the RTO for your license, since the training center's certificate would suffice.

Requirements to Open a Private Driving Training Centre

  1. First, there must be at least one acre of land for training centers for two-wheelers, four-wheelers, and light motor vehicles. Likewise, for heavy vehicle training, the requirement is two acres of land.

  2. Accordingly, there must be a simulator and a test track at the training center.

  3. The trainer working in a driving training center must have passed at least 12th standard (a high school diploma). In addition to this, the trainer must have a driving experience of at least five years.

  4. Additionally, Information technology, as well as a biometric system must be available at the driving center.

  5. Equally important is the education curriculum prescribed by the Ministry. A total of 4 weeks (29 hours) is the time limit of the course for light motor driving. As a result, the curriculum is divided into the theory of eight hours and practical lessons of 21 hours.

  6. The training for medium and heavy motor vehicles must last 6 weeks (38 hours). This comprises a theory of 8 hours and practical lessons of 31 hours.

  7. As per the transport authority's curriculum, the driving training center must operate high-quality driving track tests.

Personal and Permanent

MC50CC Motorcycles with a 50 cc or lesser engine capacity.

MC EX50CC Geared, two-wheel, and four-wheel LMV with 50 ccs or more engine capacity.

MCWOG/FVG Non-geared motorcycles with any engine capacity (mopeds, scooters, etc.)

M/CYCL.WG Geared and non-geared motorcycles.

LMV-NT Light motor vehicles (LMVs) meant for non-transport purposes.

Commercial Driving

HMV Heavy Motor Vehicles

HGMV Heavy Goods Motor Vehicles

HPMV/HTV Heavy Passenger Motor Vehicles / Heavy Transport Vehicles

MGV Medium Goods Vehicles

LMV Light Motor Vehicles (motorcars, delivery vans, jeeps, and taxis)

Trailer Heavy Trailer License

There is also an international driving license that can be applied for. This is to be able to drive a vehicle in other countries.

How to Apply for a Driving License?

According to the new rules, the application for a driving license is simpler, through an online process:
1. Visit the website of the Ministry of Road Transport and Highways (mParivahan).

  1. Select your state of residence. Likewise, select the type of driver's license you're applying for.

  2. Fill up the application form. After uploading the required documents, pay the application fees.

  3. After verifying the status of your payment, click on Submit. First, you'll be issued a Learner's License that will be upgraded to a Permanent License within six months of the issue. This will come to you at your residence through the mail.

Documents Required for Driving License Application

It is required to submit the following documents along with the application:

  1. Proof of age In addition to your birth certificate representing proof of age, you could also use your educational certificate, passport, PAN card, etc.

  2. Address Proof Generally, this could be your ration card, Aadhaar card, rental agreement, utility bill, passport, or Life Insurance Policy certificate too.

  3. One passport-sized photo will be needed.

  4. Finally, there are 4 Application Forms (Forms 1 and 1A being used as medical certificates) that need to be filled and submitted.
