Why This Proposal Was Made

Targeting a tiny, affluent segment: According to the court, only a very small, affluent group purchases these kinds of expensive vehicles. According to Justice Kant, a phase-out would not "harm the common man."
Increasing EV infrastructure naturally: The scarcity of EV charging stations is a concern. The court responded by stating that more charging stations will be built as the demand for electric vehicles increases.
